  1. 1.Pre-Agenda Training/Development Session

Peter Hughes provided a short presentation to members on the role of Schools Forum and how the dedicated schools Grant (DSG) funding framework operates.

  1. 2.Matters Arising from 10 December 2015 Meeting minutes

Matters arising:

Item 7 Early Years – Peter Hughes to arrange meeting of Phil Beswick, Glenda Brocklehurst and himself to visit David Marshall (Primary HT representative) about reducing numbers in LA maintained nursery provision and financial viability issues.

  1. 3.SCHOOLS AND EARLY YEARS FINANCE (England) REGULATIONS 2015

Discussions: Peter Hughes presented brief report which provides the outcomes of the DfE consultation launched in autumn 2015

, which had now concluded with the updated Finance Regulations laid before Parliament and now effective from 7 January 2016.

  1. 4.2016/17 SCHOOLS FUNDING SETTLEMENT

Report presented as tabled

Discussions: The report provided Schools Forum members with all the key information/funding announcements following the Chancellors comprehensive spend review statement in autumn 2015 and the subsequent DfE funding settlement information for schools and local authorities released on 17 December 2015.

Representation was made in relation to the impact on primary sector schools of the introduction of the universal infant free school meals (UIFSM) initiative and the costs of providing school meals to all key stage one pupils against funding provided via the delegated formula and other grant funding streams.

Actions:

  1. Peter Hughes to provide report at future meeting that addresses the “funding v costs” to schools for free school meals/UIFSM provision.
  1. 5.2016/17 ANNUAL PRO-FORMA TOOLKIT (APT) RETURN

Report presented as tabled

Discussions: Peter Hughes presented report which provided details of the final local funding formula to be applied for 2016/17 and the key local/national changes from the 2015/16 baseline formula.

Further discussion took place in relation to:

Decisions:

  1. Schools Forum endorsed the submission of the final local funding formula for 2016/17 to be now sent to DfE and the Council Executive for final approval.

Actions:

  1. Peter Hughes to provide report at future meeting of the individual school impact of the refreshed Indices of Multiple Deprivation data set.
  2. Peter Hughes to provide “Indicative” 2016/17 budget allocations to schools next week.
  1. 6.2016/17 BUDGET UPDATE

Report presented as tabled.

Discussions: The report presented an update to Schools Forum members on the construction of the total 2016/17 Schools Budget financed by the dedicated schools grant (DSG). A further discussion took place on concerns raised in relation to the secondary sector opting not to de-delegate funding in 2016/17 for the Ethnic Diversity Service.

Decisions:

  1. Secondary sector representatives confirmed the final details relating to 2016/17 de-delegation matters outlined in the report at section 5.3 were correct.
  2. Schools Forum representatives formally accepted and approved the 2016/17 proposed resource levels to be deployed to all Statutory Service areas as outlined in section 5.4.

Actions:

  1. Peter Hughes to provide final report at the 17 March meeting detailing the final 2016/17 budget agreed by SMT.
